Rovairo's Special Containment Procedures Foundation (formerly known as Eltork's) is a notable SCPF, and one of the oldest still-active groups within the genre. The group was founded by Eltork, along with other members primarily from Boyed3's SCPF, the group's de facto predecessor.
Structure
The SCPF's level clearance structure is based off of what it calls the RSM, also known as the Level Clearance Structure.[1] The RSM is the way that defines what level clearance a foundation member receives from the ranks they have earned in their departments, which is a system that various other SCPFs and groups use modernly. The clearances are explained below:

The Administrator is the leader of the group and runs the Council with the O5 Head. He is the main person in oversight of all Foundation processes. He is also one of the two people to receive Executive Power.

The O5 Head is the elected leader of the O5 Council. They serve a 4 month term and are rotated out after serving. They facilitate all processes that comes out of the O5 Council. They also receive Executive Power.

The O5 Council are the overseers of the departments in the Foundation. They pass laws and do criminal sentencing through a bureaucratic process of voting. These are the main people who run the Foundation for The Administrator and are the face of the Foundation.
Level - 5
Level - 5 personnel are department directors, and executive leads for departments.
Level - 4
Level - 4 personnel are assistant department directors, and make up the senior administration. Level - 4 personnel assist the Level - 5 director in departmental direction.
Level - 3
Level - 3 personnel make up the core of all departmental management and administration.
Level - 2
Level - 2 personnel are senior members of a department, and granted more duties and allowed to complete more tasks due to their clearance.
Level - 1
Level - 1 personnel are general department members, and granted a base yet closed-off role from the Foundation.
Level - 0
Level - 0 personnel are not in any departments, and have passed their general application for the Foundation.
Class - E
Class - E personnel are suspended from all activities and duties for any disclosed or non-disclosed reason.
Class - D
Class - D personnel make up the Foundation's test subject core.
