The Chairman of the Council is in charge of the O5 Council and its operations.

Overseer Council

The Overseer Council (also referred to as the Council and O5 Council) is the second-most powerful authority. It has the power to make decisions collectively regarding almost anything and can only be overruled by The Administrator. With complete access to all information, the council oversees all Foundation operations and directs its long-term strategic plans.

Site Director

The Site Director acts a link between the Security Level 4s and the Overseer Council. They serve a "term" and are placed into the council if they pass that term. Site Directors are appointed by the council from the current Security Level 4s.

Security Level 4

For a list of departments see, SCPF: THETA/Departments
Security Level 4s are responsible for running/directing their own department.

Security Level 3

Security Level 3s are the high command of a department, being directly subordinate to the Security Level 4 of said department.

Security Level 2

Security Level 2s are senior personnel, such as an advanced researcher.

Security Level 1

Security Level 1s are standard Foundation personnel who can join most departments

Security Level 0

Security Level 0 is the entry Foundation position and can join certain departments.

Class E

Class E personnel are members who have been suspended from their duties.

Class D

Class D is the lowest and entry rank. They are prisoners to be tested on.

Departments

For a list see: List of departments

Most departments follow a regular standardized structure. Department members are split into two groups: command and personnel. Department command is further split up into multiple command teams, as shown in the table below.

Command Organization with Descriptions

Central Command: The Central Command team represents the highest level of authority within a department. It comprises the department director(s) and the overseer. Responsibilities include managing high command members and facilitating communication with other departments.

High Command: The High Command team operates as the second-highest level of command within a department. It consists of deputy director(s), typically more than one but rarely exceeding five. Their duties involve overseeing most departmental administration and managing lower command teams.

Medium Command: The Medium Command team holds the lowest command position in certain departments. In combative departments, it often serves as a field command role. In civil departments, it may function as a team leader or handle administrative tasks.

Low/Junior Command: The Low (commonly referred to as Junior) Command team exists in specific departments, particularly combative ones. Junior Command typically serves as Medium Command members in training and does minor command tasks.
