B_earded's Special Containment Procedures Foundation is a notable SCPF. B_earded's SCPF was created following the sale of Administrator_Mr's SCPF to B earded using the same group, discord and games. The group uses Area-14 as their main serious roleplay site, but also owns Site-17 as a casual roleplay site intended for the income of funds for the group and its projects. Additionally, this foundation is part of Madhouse Productions, which is also owned by B earded.

Structure

B_earded's SCPF uses a basic ranking structure that hasn't changed at all throughout its lifespan. Personnel are classified into different commands depending on their level. A higher level indicates an individual with more power, authority and responsibility.[1]

The Administrator is responsible for the management of the group as a whole. They mainly focus on the development aspects of the group, but are able to step into any foundation affairs where they see fit. The Administrator is the only person able to remove an O5 Councillor from their position.

Overwatch Command

Overwatch Command is made up of the Administrator, the Overseeing Foreman and the O5 Council. They are responsible for the joint oversight of the foundation, occasionally voting on foundation-wide decisions wherever they see fit.

Overseeing Foreman

The Overseeing Foreman is responsible for the oversight of the O5 Council. They are apart of the Office of the Overseeing Foreman (OOTOF), which is a subdivision of the Administrative Department. Apart from their duties pertaining to the oversight of the O5 Council, they function as a normal councillor, overseeing their assigned department(s).

O5 Council

The O5 Council for the joint oversight of the foundation, as well as any departments they have been assigned to oversee. O5 Council members, as well as any positions above them, hold the power to void any part of the Foundation Penal Code[2] for themselves or others for any reason. O5 Council members also gain access to many special tools on-site to assist in their duties, although they are usually used to terrorize the site. Notable examples of these tools include the Vulcan, the Remote and full CMDR access.

O5 Councillors serve until resigned or removed by a higher authority. O5 Council members can be reassigned departments at any time. To be inducted into the council, one must be elected as the Elected Site Director, and be voted in by members of the council.

Foundation High Command

The Foundation High Command is comprised of Level 4 Personnel, which are those that have obtained a Directorate (or equivalent) rank in their respective department. These individuals are mostly responsible for their own departments, but are also sometimes involved in foundation wide affairs. Level 4 Personnel are granted some immunity to the Foundation Penal Code[3], but not to the extent of the O5 Council.

The Elected Site Director (ESiD) and the Technical Site Director (TSiD) hold the highest authority out of the Foundation High Command.

The Elected Site Director is responsible for the organization and management of the Foundation High Command, as well as forwarding community opinions and community supported changes to the Overwatch Command. While the Elected Site Director is technically part of the Overwatch Command, they still hold Level 4 clearance, meaning they do not possess immunity to the Foundation Penal Code. In order to become the Elected Site Director, one must hold Level 4 clearance and be in good standing within the foundation, one can then volunteer to be a candidate at the start of a new election cycle. Candidates start off by completing a project, the details of which are not known to the public, which is then graded by the Overwatch Command. Those deemed to have a sufficiently good project are allowed to progress to the Campaigning Phase, where they will persuade the community that they should be their Site Director by explaining the changes they will bring about while holding the position of Elected Site Director. Once this is completed, the community votes, the candidate with the most votes is made the Elected Site Director. They will then serve an indefinite term until they are either inducted into the council, or resign. Elected Site Directors that resign are not guaranteed their old position back.

The Technical Site Director is responsible for all development related matters. It is generally considered to be a more senior position to the Elected Site Director, however this is not official. The Technical Site Director's real clearance is Level 4, but they hold a Level 5 Operational Clearance as part of their development related duties. Technical Site Director terms are indefinite, and it is not possible to be inducted into the O5 Council (except in rare cases). Their term lasts until they resign or are otherwise removed. Technical Site Directors have the ability to void the Foundation Penal Code, however this ability can only be used for development related reasons. Technical Site Directors have the ability to approve new updates for foundation sites.

Level 4 Personnel

Level 4 Personnel make up the bulk of the Foundation High Command. They are primarily those who hold a directorate rank within their department[4]. Level 4 personnel can only be apart of one department, the only exception being Manufacturing Department members.

Foundation Central Command

The Foundation Central Command, also known as the Foundation Medium Command, is comprised of Level 3 Personnel, which are those who have obtained a second-in-command (or equivalent) rank in their respective department.[4] These individuals are responsible for the joint oversight of their respective departments with other command members. The Foundation Central Command is also responsible for the bulk of application reading, as well as updating documentation for their departments. Foundation Central Command members can be part of multiple departments, but may not hold multiple command positions, although some individuals do hold exemptions to this rule.

Foundation Members

Foundation Members are those that hold no command position on a foundation wide scale, they are comprised of Level 0, 1 and 2 Personnel. These positions are obtained by passing the level's respective application, which are then processed by the Foundation Central Command.

Department Medium Command

The Department Medium Command is comprised of Level 2 Personnel who have obtained a Medium Command (or third-in-command) rank in their respective departments. They are responsible for practical work inside their departments like hosting training sessions, handling punishments, ect. They can also forward suggestions and documentation changes to their Department High Command, which are Level 3 Personnel. These individuals do not hold any authority on a foundation wide scale, however do not have any rules regarding obtaining command positions in other departments.

Non-foundation Members

Class D Personnel is default rank upon joining the group. Those in this rank have increased credit gain while in-game compared to those that are not in the group. It should be noted that Foundation Members are permitted to play on the Class-D team in-game.

Class E Personnel are those who have been suspended from the group, temporarily or permanently. Class E sentences are usually reserved for those holding command positions within the foundation (Department Medium Command and above).

Departments

The foundation is made up of a total of ten departments, each serving a specific function on-site. Departments are split into the following main categories:

  • Public Departments — departments that are open 24/7 and can be applied for,
  • Exclusive Departments — departments that periodically open when in need of more members,
  • N/A Departments — departments that do not follow a set structure.

Additionally, departments are split into these categories depending on their purpose:

  • Combative Departments — departments that specialize in combat on-site,
  • Civilian Departments — departments that conduct research among other things,
  • Misc. Departments — departments that do not have a major presence in-game.

Foundation Members are permitted to be apart of one combative department and unlimited civilian departments.[5]
