The Overseer Council (also known as the O5 Council, or simply the Council) is the supreme administrative body responsible for general oversight of the SCP Foundation. When referring to an individual member of the O5 Council, the term "Councillor" is most frequently used, although the term is interchangeable with "Overseer" and "O5", or to be more specific, their designation (or number, e.g. 'O5-2, O5-3') .

Structure

Organization

The O5 Council is organized into Offices, with each Council Office overseeing a specific department or departments. Each Councillor holds an office corresponding to their department, and is assigned a designation based off of said office[1]. The Council itself is lead by the O5 Head- a member of the O5 Council elected by their peers to hold the position- and is overseen by The Administrator.

Processes

Induction & Removal

Councillors are inducted by one of two ways- by a majority vote of the Council or by an emergency appointment by both the O5 Head and Administrator. In order to be considered for induction, the user must be a member of the Department's High Command, have no strikes within the Executive Strike System, and reside in the department for at least five months. These requirements can be waived by the Administrator, should the need arise. However, should a suitable candidate not be found, an emergency interim Councilor will be appointed from another O5 Office for a duration of one month, after which time a candidate must be nominated. Once inducted, Councillors serve until resignation, unless they are impeached or are the subject of the PATMOS protocol.[2]

Powers & Responsibilities of the Council

As a body, the Council has a set of powers that are practically unlimited, in the sense that there are no limitations to a collective Council decision, unless overturned through executive order. This includes- but is not limited to- the ability to institute, repeal, replace, or otherwise amend any policy or other piece of Foundation or Departmental legislation without their ability to do so being questioned; to access any and all information or documentation in the possession of the Foundation, with the approval of the O5 Head and Administrator; to audit any Department or member of Foundation Personnel; to veto any Departmental or Foundation premotion below the O5 Council; to overturn an Executive Order issued by O5-1, O5-X or the Head Developer with a unanimous vote.[3]
