The Department of External Affairs (DEA) is a civil department tasked with managing and establishing relations with groups within the SCPF genre referred to as Groups of Interests (GOIs). When dealing with enemy GOIs the department's task is to manage raid times, moderating raids and negotiating with hostiles during hostage situations. In the case of friendly GOIs such as other SCPFs the task of the department is to maintain relations and creating new cooperation initiatives.

Current Initiatives
The Department of External Affairs created several initiatives in order to promote activity and community engagement and cooperation between GOIs.
Class-D Factions
Class-D Factions is an initiative by the Department of External Affairs officially announced on 30-08-2024. This initiative allows Class-D personnel to register their factions with the foundation and to take part in officially organized events by the DEA administration such as turf wars during which different factions fight in order to capture a certain part of the CDCZ.
The current Class-D factions are:

- Sigma Agency
- Canton Special Operations Command (CSOC)
- Disruptive Task Force (DTF)
- D-BLOCK
- The Underground Serpents (TUS)
- Non Washed Aggressors (NWA)
Joint Programs
Joint Porgrams is an initiative by the Department of External Affairs. The purpose of this initiative is to allow the foundation personnel of other SCPFs, such as scientific staff, to interact with the SCPs present on Area-108. The initiative is yet to be made public.
