The Ethics Committee[1], more commonly known as the Committee, is an independent and civilian department that takes place in SCPF: THETA, and acts as the primary body for all forms of enforcement, regulation, and authority within Research Cavern Orion, it has been with the foundation since the beginning, and has served as one of the smallest civilian departments within the Foundation for some time since 2018. It has an Overseer that represents it on behalf of all administrative departments, and features primarily on-site based duties, and off-based duties alike. This department specialises in the enforcement of the Codex[2], on behalf of the Council. In addition to adding policies, and altering them for Research Cavern Orion.
Structure
The department fundamentally has a more simplified rank structure featuring the lowest amount of ranks that a department has to date, only being larger then the Foundation Intelligence Service in terms of ranks, that being said with the Ethics Committee their ranks hold significant authority within each rank and because of this the amount of personnel allowed into these positions is very limited due to the sensitive nature of both the content of work, and the usage of work.

The Revamp
Following the resignation of TanaAutarch[3] from the Committee, the department was completely revamped from the ground up by a new directorate member, transferring over from the Department of External Affairs as director from both departments, during this transition they spent numerous weeks revamping all committee documentation, policies, and effective decision-making by the appointment of his tenure as Director, however there was controversy in this decision to replace TanaAutarch with another Director of the same Foundation, and in addition to this, TanaAutarch was believed to be forcibly removed from the department rather than a true resignation, however this is mostly speculation and no evidence has ever surfaced since then.
After the resignation of the previous Chairman, Helper_3810 was officially inducted on August 15th 2024[4], and because of this the new chairman has since altered almost all systems of the Ethics Committee with regards to how it functions, and how it operates on a fundamental level, from other departments, to other foundations, to how we enforce regulations on actors, to Class-D, to Class-E, and especially executives. With the Committee being dedicated on the act of ensuring competency its important to ensure the effectiveness of the committee, and to prevent consistent tropes of the committee in our foundation. As part of SCPF: THETA's goals to revise current department standards.
New Policies
With the revamp of the Committee, the committee decided to slash the ranks of the committee down by 3 ranks to keep the overall structure of the department smaller, as in effectiveness, the department was previously pushing nearly 30 committee members, and was barely pushing 1 person to be active, in addition to this they decided to make punishments have actual consequences and have them reflect on future cases depending on the severity of the crime. Their revamp of the Code of Ethics, revised all forms of punishment to be more broad and allow the committee to circumvent the ideas of individuals attempting to bypass or create loopholes within the Foundation's Code of Ethics.
Policy A
Following their publication of their policy outline[5], the document outlines the primary goals, and objective of the new aforementioned committee, and in addition to this they have decided to do reformation over punishment, ideally ensuring that all forms of punishments does not go unnoticed, and infact the Committee can supply individuals with the resources needed to get back into the group, instead of ostracising them from the foundation as a whole, with of course other factors incorporated such as: Intent, Criminal History, and Violation Consistency, among other factors outlined by the Ethics Committee when given the opportunity, but of course individuals are allowed to refuse this and take punishment.
Policy B
The Ethics Committee as a whole will not be a body of authorised unchecked power, the ethics committee will become a collective of individuals that serve the goals and interests of the Foundation, serving and working together as a form of collective, being able to decide on appeals, internal actions, policies, and in addition to this Foundation-wide legislation amendments, being able to alter enter parts of the Code of Ethics under the jurisdiction of the Chairman of the Committee, following a majority verdict for the persons within the Committee, for the legislation is built on democratic systems and dictation within Committees lead to vacuums, and in addition to this, individuals will be expected to actively contribute to each ticket assigned to the Committee.

In addition to the aforementioned they intend on adding numerous other policies such as: Personnel and Class-D Rights and Entitlements, Public Prosecution of High Crimes, Lessening SCP Testing Restrictions, Competent Field Enforcement, and in addition Robust Internal Organisation.
