The Department of External Affairs, short DEA, is a civil department within CreepySins SCPF that has been created together with the foundation itself. It is represented by an Overseer in the O5 Council and has on-site and off-site duties. The department specialises in managing foreign relations of the foundations. It achieves this through sending delegations to affiliated foundations, leading negotiations and other operations.

The Department of External Affairs features a fairly traditional structure, but has further subdivisions into embassies, each with their own structure. Below is a table of the central or global rank structure. Unusually, the director rank does not have the same title as the office held per framework[2][3]. The Office is titled "Director of Foreign Relations".

The Department of External Affairs is furthermore structured into Embassies, Consulates and Legations. Each represent a certain kind of diplomatic mission to other groups. Centrally, the Department of External Affairs is the maintainer of the Groups of Interest Database, which is an important database for the foundation and especially its executive and enforcement bodies. This database can be regarded as a legislative document in context of clauses relating to groups of interest of specific kinds.
Groups of Interest Database
The Groups of Interest Database is an important database for the foundation and especially its executive and enforcement bodies. This database can be regarded as a legislative document in context of clauses relating to groups of interest of specific kinds. Groups are given a name or title, followed by a unique ID, as well as assignment to a class, subclass, and status or type labels. The Database organises groups into four general classes. Those are "Allied Foundations" for groups resembling foreign SCP Foundations, "Allied Groups of Interest", "Blacklisted Groups" and "Archive". It is noteworthy that the Department of External Affairs uses the term "Group of Interest" as a umbrella term for all acknowledged foreign groups, and for foreign group that are not foundations. Groups of Interests may have either the primary or secondary subclass assigned. Primary groups are groups of interest with an active embassy and personnel assigned to them. Secondary groups are groups of interest that are formally affiliated, but do not have an embassy towards them. They are rather served by a Legation. Groups in this subclass often lack an active playerbase or other activity.
Groups of Interest that resemble SCP Foundations, or have clear parallels to them, are sorted into the "Allied Foundations" class. Other groups of interest are sorted into the "Allied Groups of Interest" class, provided they are considered allies. Blacklisted groups are sorted into the "Blacklisted Groups" sections. All others are sorted into the "Archive" class. Blacklists are formal acts of denunciation. It is furthermore prohibited for members of the foundation to be part of a blacklisted groups[4], damaging the blacklisted group by taking away a part of their members and damaging their reputation.
Diplomatic Missions
Diplomatic Missions are formal operations to foreign groups of interest. Requirement for a diplomatic mission is official acknowledgement of their existence, which is done through entry in the Groups of Interest Database. Diplomatic Missions are either Embassies, Legations or Consulates. All Embassies have had a Legation preceeding them.
Embassies are considered primary diplomatic missions, and are assigned to groups of interest that the foundation is allied to and that provide an active playerbase. An Embassy is a body within the Department of External Affairs, and is a permanent mission to the foreign group. The department appoints an Ambassador, an Attaché, as well as further delegation such as Envoys and Diplomatic Agents to the embassy. These form the formal foreign delegation to the group, and represent the foundation on foreign ground. Current examples are Rovairo's Foundation and current raiding parties.
Legations are less resource intensive versions of Embassies. While also considered permanent missions, they are not assigned staff that are fully occupied with the foreign group. These often preceede Embassies. These are used to monitor the foreign group more closely in order to prepare the establishment or termination of an alliance, observing the group for other purposes, or manage relations in a general sense. Current examples are ogodyes' Foundation, as well as FrancisHUnderwood's.
Consulates are temporary diplomatic missions that serve a specific purpose, and are dissolved once said purpose or goal is achieved. These are exclusive to non-allied groups. These may be used to monitor a foreign group more closely in order to prepare an alliance or blacklist. Consulates may also be used to mitigate current issues with foreign groups, and negotiate on solutions. Former consulates were the consulate to Paragon and various raiding parties with the purpose to gather opinions and insights.
Subdivisions
The Department of External Affairs has two subdivisions. Public Enlightenment, short PE, produces a monthly newsletter for foundation members. They furthermore engage in all sorts of media, for entertainment and informational purposes. The Cyber Asset Security Division, short CASD, is a joint division with the Intelligence Agency. It specialises in monitoring and discovering cases of asset, as well as investigating and reporting them. CASD is the successor to the former OSIAS subdivision. CASD was closed on the 6th August 2023. Plans were made in late 2024 to reopen, but were delayed after Overlord172 rogue incident.

No significant history of the Department was recorded. Significant controversies mark the PATMOS (immediate councillor removal protocol) of undesirably, the former Overseer of the Department. Public denouncement also occured to the assignment of StuFordy to acting General Director of Relations in August 2024. This is due to StuFordy not being a member of the Department of External Affairs prior to their assignment. This was done by ZeroDayPlay due to not finding a suitable candidate in time, despite needing a director. StuFordy's term ended in late September 2024, with critique of apathy from the public.
