CreepySins' Special Containment Procedures Foundation (also CreepySins' SCPF or Taysav123's SCPF, formerly Andrew_Kennedy's SCPF) is a notable SCPF and the largest SCPF by member count, though the majority of the group members do not actively participate in roleplay, and come from Area-47. The foundation is part of Bulk Games, a studio owned by CreepySins. The foundation hosts Area 27 as their main site in the third version, with Area 47 being the roleplay counterpart.

Structure

CreepySins' SCPF structure is considered the "traditional" way due to its old age and the size of the group. The structure is outlined in their framework.

Leadership

Group leadership is made out of two individuals, the Administrator and the Overseer Head, also known a the O5 Head. The Overseer Head is also part of the O5 Council, but is important in group politics and leadership as they're granted special powers.

The Administrator is the most senior individual within the SCPF, taking on a role similar to the chief executive. The Administrator actively participates in group politics and leadership. This is not to be confused with the Owner, Creepysins, who only controls legal concerns and development duties.

The O5 Council head, or O5-X, is the head councillor for the O5 Council, and elected for a term of four months, and required to oversee the O5 Council and a respective department. Their executive powers are to alter Group of Interest classifications, authorize internal and/or external investigations or inquiries, issue Executive Orders, issue and delegate tasks to other O5 Council members, serve a role in the oversight of foreign affairs, and represent the SCPF as a whole.

Developers

The Studio Lead is the group of individuals responsible for leading the Manufacturing Department, and all development affairs. Studio Staff are individuals who are senior members of the Manufacturing Department, and given special permission to access all experiences of the SCPF directly, and able to implement changes, as well as organize and produce updates to the experiences.

O5 Council

The O5 Council is the senior administrative body responsible for general oversight of the Foundation. Unlike other SCPFs, a Councillor's designation (or number, e.g. 'O5-2, O5-3') is determined based on the department they oversee. O5 Councillors receive admin permissions on Area-27, and are excempt from foundation law. Each councillor holds an office corresponding to their department, with a full list available below. This is not to be confused with the director positions, which are referred to as the "Director of X" with the same suffix as their overseer.

O5 Councillors serve until resignation, impeachment or a PATMOS protocol being applied on them. The PATMOS protocol is an removal protocol that can be initiated by the Owner CreepySins and the Administrator, with the agreement of both required, leading to the Councillors immediate removal from the council. The procedure of having a PATMOS initiated on someone is know as „being PATMOS‘d“. Notable individuals that have been „PATMOS‘d“ are undesirably. The impeachment process becomes an option once a councillor has received three strikes, and a 3/4 majority of the council votes for their impeachment.

Once a seat is vacant, the seat is filled by a person that has been chosen by the whole O5 Council. This is traditionally the Director of the department, though exceptions have been made. The nominee has to receive a majority council vote along with a concession of the O5 Head. If no person can be found, the Administrator and O5 Head may appoint a „Emergency Councillor“, serving until a proper councillor has been chosen. Though, a consideration for a nominee must be made within one month of the emergency appointment being made.

Clearances

The foundation features a rather traditional system of clearances, with traditional requirements.

Level-4		Assistant Director position in a department	Level-4 personnel are assistant departmental directors, and considered executives regarding legislative policy. Level-4 personnel receive admin permissions on Area-27.
Level-3	Employee	Hold Level-2 clearance, hold at least the first management position within a department and pass an application with the Department of Admissions.	Level-3 personnel are managers in at least one department. This clearance allows more freedom on-site, and gives limited admin permissions on Area-27.
Level-2		Hold Level-1 clearance, hold at least the third rank in a department (with exceptions, excluding the suspended rank), and pass an application with the Department of Admissions.	The Level-2 clearance is the first filtered clearance of the foundation which requires active participation within the foundation due to its requirements. Level-2 personnel make up the majority of the active workforce of the foundation, contrary to the numbers in the group.
Level-1		Pass an applicaton with the Department of Admissions.	The Level-1 clearance is the first rank that allows active participation within the foundation. Holding this clearance allows one to join most departments, and rank up in them. It also allows more freedom and mobility on-site.
Level-0			The Level-0 clearance is mostly seen as a filtering clearance to keep trolls from joining and applying. Holding this clearance does not allow active participation, and only allows one to join the Medical Department and Logistics Department, though it is impossible to rank up without Level-1 clearance.
Class-E	Suspended		Personnel in this clearance have received a sanction by an enforcement body for a defined or undefined length. The process of being punished is called "being Class-E'd", and is the primary disciplinary action used by enforcement bodies.
Class-D	Guest Entry		Class-D personnel are test subjects on-site. Everyone that joins the group is ranked Class-D first, and non-group members are given the Class-D team ingame.

Departments

The foundation is divided into multiple departments. Departments are sorted into four classes, "Civil", "Combative", "Specialized" and "No Level".

Science Department	Civil	Hold Level-1 clearance and pass an application	The Science Department (also known as the "Scientific Department") is tasked with the research of the SCPs contained, alongside hosting expeditions and documenting their tests and studies. The Scientific Department features the "Editorial Committee", in charge or editing the anomaly database. Further subdivisions include the "Specialised Research Unit (SRU)", authorised to host neutralisation attempts, and the "Anomalous Biochemistry (AB)", experimenting with diseases and chemicals.
Department of External Affairs			The Department of External Affairs handles all diplomatic missions and external relations, finds and categorises Groups of Interest, negotiates contracts and hosts raids. It also hosts the Global Occult Coalition as contracted combative force. It also has the "Public Enlightenment" subdivision, which publishes a foundation newspaper every month. In cooperation with the Intelligence Agency, it hosts the Cyber and Asset Security Division as protection agency for Bulk Games assets.
Engineering & Technical Department			The Engineering & Technical Department mainly repairs broken objects on-site, for example the CDCZ Window after it has been shot down by Class-Ds. It also ensures proper functioning of on-site electrical systems, the generators and turbines.
Ethics Committee		Hold Level-1 clearance and pass an application or directorate invitation	The Ethics Committee is the main enforcement body within the foundation, responsible for upholding foundation law. Specifically, the Ethics Committee enforces ethical violations, if not committed on a combative team.
Logistics Department		Hold Level-0 clearance and pass an application	The Logistics Department supplies the site with various goods, using their truck to supply crates from the warehouse to the main site.
Medical Department			The Medical Department is responsible for maintaining the well-being and providing medical and health services to foundation personnel. It is also home to the "Board of Pathology", a subdivision that cures diseases. Furthermore, it hosts the surgical division, giving foundation personnel access to surgical procedures. Though, both subdivisions are inactive to date.
Intelligence Agency	Specialised	Invitation by department directorate	The Intelligence Agency is the external intelligence service of the foundation, protecting it from external threats and performing clandestine operations. Otherwise, not much is known about this department. It also enforces some intelligence violations. Personnel of the Intelligence Agency are rarely seen on-team on-site, however they are a badge to identify themselves.
Internal Security Department			The Internal Security Department is the internal intelligence service of the foundation, protecting it from internal threats, maintaining foundation integrity. It also enforces most of the intelligence violations. Otherwise, not much is known about the Internal Security Department.
Security Department	Combative	Hold Level-1 clearance and successfully complete a tryout	The Security Department is the main combative force on-site and assists other foundation personnel with their operations if needed. It features the "Tactical Intervention Unit (TIU)" as a specialised response unit for raids and riots.
Mobile Task Forces			The Mobile Task Forces are composed of multiple task forces, each with their own purpose. In summary, the Mobile Task Forces offer services for immediate combative intervention for raids and riots, recontainment services for breaches, and protection services for high ranking personnel.
Department of Admissions	No Level	Hold Level-2 clearance and pass an application	The Department of Admissions is responsible for taking and processing applications for clearances Level-0 through Level-3.
Department of Community Engagement			The Department of Community Engagement was responsible for keeping the community morale high, and hosting anomaly actors. It is unknown what the department is doing at the moment.
Manufacturing Department			The Manufacturing Department is composed of developers for Area-27.

History

Eras

The SCPF's history can be divided into three main eras, ending and beginning with the release of a new site version. Eras are often referred to as "Area 27vX", with X being the current site version (e.g. Area 27v1).

Area 27v1

Area 27v1 lasted from the founding to early 2020 and ended with the release of Area 27v2. The site, Area 27v1, was later licensed to other foundations after decommissionment. During this period, CreepySins has served as the administrator.

Area 27v2

Area 27v2 lasted from early 2020 to April 2024, ending with the release of Area 27v3. The site, Area 27v2, remains inaccesible to the public and was destroyed by a Developer, according to another developer. During this era, CreepySins has pulled back from group politics and has appointed Andrew_Kennedy as the Administrator. Andrew has resigned at around late September 2023, which caused Creepysins to return. During the late stages, v2 was plagued by dissatisfaction in the community and inactivity due to the dwindling hopes for Area 27v3, caused by frequent delays and missing communication from developers. Departments have excused their activity quotas, as the site was not giving enough activity for proper functioning.

Area27v3

Area 27v3, lasting since April 2024, is the current era of the foundation. It is marked by Taysav's promotion to Administrator, a rework of the foundations legal system, and the relaxation of multiple rules. The "de-edgification" is also mostly marked by this area, though the first steps to it, such as allowing Intelligence Agency personnel to publicly speak publicly already happenening in v2. During v3, the redacted sector was declassified as part of a larger plan of Taysav. This however happened after a scandal regarding the leakage of the redacted sector by CreepySins in the Area 47 discord, following multiple Class-Es handed out by the Internal Security Department after multiple foundation personnel have reposted said screenshot in the Area 27 discord.
