The Adminstrative Department is a typeless[1] department that serves in foundation legislature and general administration. Due to its nature, the Administrative Department does not have concise leadership, but is instead directed by the O5 Head and the Administrator directly. Most positions within the Administrative Department are acquired automatically with the occupation of specific offices in the foundation.

Structure

The Administrative Department is structured into three sections. These are the Board of Directors, the Executive Committee and the Office of the Administrator.[2] It is worth nothing that the Office of the Administrator of the Administrative Department is not the Office of the Administrator in the general sense, as that is the official name of The Administrator's occupation.[3]

Board of Directors

The Board of Directors is the second legislative body in the foundation, and is below the O5 Council. It consists of eleven directors, which each hold Level-5 clearance. All department directors automatically become part of the Board of Directors by law. The Board of Directors may introduce motions and vote on them. Passed motions require approval by the O5 Council to be implemented into the Framework.[4] Passed motions may be veto'd by the O5 Council with proper reasoning. The Board of Directors also reviews proposals brought by the Executive Council.

The initial appeals instance of the foundation's Legal System also lies within the Board of Directors. The Board may hear and decide on cases with ethical charges (meaning VO §§ 1-3). Intelligence violations (VO § 4) may not be heard by the Board, but are instead reviewed by the O5 Council. A case of ethical violations with at least one intelligence violation in tandem makes the case ilegible for review by the Board of Directors. Furthermore, the Board takes jurisidiction over non-judiciary moderation actions on Area 27. It also has legislative jurisidictions over regulations for Class-D personnel.

In the administrative sector, the Board is responsible for handling inner-departmental issues and the management of Executives (Level-4 personnel). Regulations regarding foundation admission (clearance applications for levels 0 and 1) are also under the authority of the Board of Directors. They may edit regulations, entry requirements, and make changes to the overall admission process. This may indicate that the Department of Admissions is a child of the Administrative Department, though this is not confirmed.

Executive Committee

The Executive Committee is the third and lowest legislative body in the foundation, though it is regarded as an unreal legislative body. This is due to the Executive Committee only being able to submit proposals to the Board of Directors. This means that they do not have the right to introduce motions. Passed proposals are sent to the Board of Directors, where they may be converted into a motion or be dismissed. The committee consists of all serving Level-4 personnel, which makes Level-4 personnel automatically member of the Administrative Department. Department directors that have not been granted Level-5 clearance and hold Level-4 clearance instead are part of the Board of Directors. It is not specified whether they are also member of the Executive Committee as well.

The committee is generally responsible for the gathering of community data, conducting polls, and community engagement. They are also granted access to the council offices for discussions and submission of suggestions.

Office of the Administrator

The Office of the Administrator is an independent division of the Administrative Department, whose members are chosen by the O5 Head or the Administrator directly through handpicking or recruitment processes, such as applications or interviews. It is not to be switched up with the Office of the Administrator within the O5 Council, as it is the office's title for The Administrator. The Office consists of administrative employees, which may either be Council Clerks, or assistants to the O5 Head or the Administrator. They take assisting and secretary duties, may speak for their superior in authorised situations, and are responsible for the upkeep and maintenance of foundation records.

Though the office only intended to have three employees at first, the first (and only) recruitment wave (that intended to fill two occupations) has admitted six employees into the office with unknown occupations. This recruitment wave happened on the 15 October 2024.
